While wild placarding had been tolerated by the Viennese authorities in the past, it is now being avenged with severe penalties. The newly created half-shell advertising spaces may only be used by one company, KulturPlakat GmbH (the quasi-monopolist GEWISTA owns 70% of KulturPlakat). Independent small-scale enterprises are excluded, as well as small cultural initiatives, associations, NGOs etc. Even citizens who are simply announcing that their pet has gone missing are being outlawed. The United Aliens are pointing on this development in an art performance in front of the Viennese City Hall (where the decision has been taken).
According to § 48 of the media act, it is in principle not necessary to seek approval of the authorities for posting a print media product in public places.
