In the Austrian Province of Carinthia, a dispute on minority rights has been going on for decades. It is focusing on the question of bilingual (German and Slovenian) town signs that have been agreed upon in the treaty of Vienna in 1995 (putting an end to allied occupation after WW II). In 2001, the supreme court for constitutional cases has ruled that villages and towns with a minority population exceeding ten percent (and not 25 percent, as the repealed regulation determined) are to be labeled in both languages. However, the responsible governor of Carinthia has since then refused to implement the supreme court decision. In the meantime, the minority population keeps on decreasing...
